Russian Navy headquarters to stay in Moscow

The headquarters of the Russian Navy will not be transferred from Moscow to St. Petersburg, a high-ranking Defense Ministry official told RIA Novosti on Friday.

In 2007, the speaker of the lower house of parliament, Boris Gryzlov, proposed transferring the Navy headquarters from Moscow to St. Petersburg.

Several Russian army commanders were against the idea, saying it would be too costly and ineffective.

"The Navy headquarters will remain in Moscow," the official said.

He added however that the headquarters would move from their current location to another within the capital.

    From a a government standpoint it makes sense to have the Navy headquarters in Moscow. However Moscow is a long way from the ocean. I could see the navy headquarters being transferred to Saint Petersburg or another important city on the Black Sea. To be closer to the ships and have a first hand account with regards to what is going on and dealing with contractors for refitting etc.

    That said Moscow does control the purse strings and being close to the money is always important. Not to mention Government decisions about deployments, upgrading ships, new ships, etc.
